chore: remove unused context in NewOpenIDProvider

BREAKING CHANGE:

- op.NewOpenIDProvider
- op.NewDynamicOpenIDProvider

The call chain of above functions did not use the context anywhere.
This change removes the context from those fucntion arguments.
